1. Core obligations
Use 2nd Line only for lawful purposes, only in countries and use cases shown as available, and only for accounts, numbers, recipients, and content you are authorized to use. You must comply with applicable law, carrier rules, Twilio policies, app-store rules, and the policies of every service you contact.
You may not conceal or misrepresent your identity, location, age, business, message purpose, consent record, or ownership of an account. 2nd Line is not an anonymity guarantee.
2. Messaging rules
- Obtain prior express consent from each recipient for your identity, purpose, and message subject before sending.
- Keep verifiable consent evidence and provide it when requested.
- Identify the party that obtained consent in every message and include a standard STOP instruction in the first message.
- Honor STOP and other standard opt-out keywords immediately. Do not contact the recipient again without new consent.
- Use messaging only for approved A2P customer-care, appointment, account-related, or similar informational traffic. Unrestricted personal peer-to-peer texting is not allowed through Twilio messaging services.
- Do not use bought, rented, scraped, harvested, transferred, or third-party contact/lead lists.
- Do not spread similar traffic across multiple numbers, alter wording, or rotate identities to evade filters, rate limits, enforcement, or carrier review.
3. Prohibited activity and content
You may not use 2nd Line to:
- send spam, unsolicited marketing, robocalls, mass messaging, harassment, threats, hate, or content that exploits or endangers a person;
- commit fraud, impersonation, phishing, social engineering, credential theft, malware delivery, extortion, or deceptive account creation;
- facilitate illegal drugs, weapons, human trafficking, sexual exploitation, child sexual abuse material, non-consensual intimate content, or unlawful gambling;
- offer prohibited high-risk financial products, deceptive lending, debt-relief schemes, get-rich-quick programs, or unlawful collections;
- infringe privacy, publicity, copyright, trademark, trade secret, or other rights;
- interfere with elections, public services, emergency services, carrier networks, or another person’s access to communications;
- conduct security testing, simulated phishing, or vulnerability probing without documented authorization and prior written approval from 2nd Line;
- circumvent sanctions, export controls, identity checks, number-registration requirements, platform bans, account limits, token limits, reward cooldowns, or fraud controls.
4. Code-request rules
Request a code only for an account you own or are expressly authorized to access and only where the target service permits this method. Do not use numbers or codes to create fake accounts, farm promotions, manipulate reviews or engagement, evade moderation or bans, access another person’s account, defeat multi-factor authentication, or violate a target service’s terms.
Code availability is limited and not guaranteed. You must not resell, share, automate, scrape, or expose allocated numbers or received codes.
5. Platform security
Do not probe, overload, reverse engineer, automate abusive traffic, forge webhooks, replay purchase or reward callbacks, manipulate device time, use emulators to farm value, compromise another account, or access administrator/provider systems without authorization. Report suspected vulnerabilities through in-app support and do not access or retain data beyond what is necessary to demonstrate the issue safely.
6. Enforcement
We may block a request, require more evidence, limit throughput, disable messaging, suspend a number or isolated Twilio subaccount, freeze risky value, revoke rewards, preserve evidence, or terminate an account. Severe or credible threats may be reported to carriers, platforms, payment providers, or lawful authorities. Enforcement may be immediate when needed to protect people, networks, or funds.
If you believe a restriction is mistaken, open Settings → Support and provide the relevant number, time, and lawful-use evidence. Do not create another account to evade review.
